Samui Zoning and Land Development

Under Thailand’s Town and City Planning Act, Koh Samui is governed by zoning regulations that determine how land can be used in each designated area. These rules are designed to support sustainable development, maintain community order, and
protect the island’s natural environment.
Each zone has its own specific restrictions and development requirements, including building height, land coverage, environmental protection rules, and permitted types of construction.
The primary objective of these zoning regulations is to ensure sustainable development, protect Samui’s natural environment, and maintain the island’s long-term value for residents, investors, and tourism.

Zoning Categories
1. Low-density residential area
2. Medium-density residential area
3. High-density residential area
4. Industrial and warehouse area
5. Specific agricultural area
6. General agricultural area
7. Public open space
8. Reserved forest area
9. Educational area
10. Tourist and fishery zone
11. Religious area
12. Government offices and public utilities

• Green Zone (Zones 6.1 – 6.9)
Suitable for low-density residential development such as villas and scattered housing.

• Yellow Zone (Zones 1.1 – 1.20)
Intended for single houses and condominiums, with restrictions on building height and
maximum building area.
 Height limit: 8–12 meters
 Building coverage: 40–60%

• Orange Zone (Zones 2.1 – 2.4)
Designated for medium-density residential and tourism development.
 Up to 20% of the land may be used for other permitted purposes.

• Red Zone (Zones 3.1 – 3.11)
Suitable for commercial developments, hotels, and high-density residential projects.
 Up to 15% of the land may be used for purposes outside residential/commercial
activities.

• Other Zones
Include areas for industrial use (various colors), agricultural zones, conservation areas
(forests, public spaces), educational institutions, religious sites, and government
facilities.
